【摘要】:ThispartofIEC61097specifiestheminimumoperationalandperformancerequirements,technicalcharacteristics,methodsoftestingandrequiredtestresultsforINMARSATF77shipearthstations(SES),capableoftransmittingandreceivingdistressandsafetycommunications,initiatingandreceivingdistressprioritycallsandtransmittingandreceivinggeneralradiocommunications,usingradiotelephony(voice),asrequiredwithinRegulationIV/10.1and14.1ofthe1988amendmentstothe1974InternationalConventionfortheSafetyofLifeatSea(SOLAS),foruseintheGMDSS.TheINMARSATF77isintendedtomeetthevoicerequirementsofIMOResolutionA.888(21).InordertomeettheGMDSScarriagerequirementsofSOLASinrespectofreceiptofSafetyNETbroadcastsanddirectprintingtelegraphy,itisnecessarytoinstallacombinedINMARSATC/EGCtransceiverinadditiontotheINMARSATF77equipment.AnnexBprovidesmoreinformation.SinceClass1INMARSATAandBshipearthstationsmeetthedatarequirementofGMDSS,althoughnotnecessarilythoseofMSC.130(75),theF77cannotnecessarilybeconsideredasadirectreplacementfortheseshipearthstations.Thisstandardalsotakesintoaccountthepriorityaccess(voicepre-emption)requirementsofIMOResolutionA.888(21).ThisstandardtakesaccountofIMOResolutionA.694(17)towhichisassociatedIEC60945.WhenarequirementinthisstandardisdifferentfromIEC60945,therequirementinthisstandardshalltakeprecedence.ThisstandardincorporatestheperformancestandardsofIMOResolutionMSC.130(75)andtheclarificationsofcertainrequirementsinIMOperformancestandardsforGMDSSEquipmentdefinedinIMOMSCCircular862.ItalsoincorporatestherelevantITURadioRegulations.Alltextofthisstandard,whosewordingisidenticaltothatintheIMOSOLASConvention1974asamended,IMOResolutionsandIMOMSCCircular862,isprintedinitalicsandtheResolutionorRecommendationandparagraphnumberindicatedbetweenbrackets.ItisarequirementofINMARSATLtdthatallINMARSATF77mobileearthstationmodelsbetype-approvedbyINMARSATbeforetheycanbeallowedaccesstotheINMARSATspacesegment.ThistestingisdesignedtodemonstratethattheequipmentundertestwillbecompatiblewiththeINMARSATF77systemandwillnotcauseinterferencetoothersatelliteusers.ItisrecommendedthatapprovalauthoritiesaccepttestingorganizedandsupervisedbyINMARSAT,whichresultsinINMARSATtypeapproval,withoutadditionaltestingotherthanthatdefinedinthisstandard.ItisalsorecommendedthatequipmentmanufacturersrationalizethetestrequirementsofthisstandardandthoseofINMARSATbeforeembarkingontheapprovalprocess.NOTEThisstandarddoesnotincorporatetheINMARSATsystemrequirementsneededforINMARSATtypeapproval.Forthese,thelatesteditionof"INMARSATmini-MSDMChangeNoteNo.65"shouldbeconsulted.Whenarequirementinthisstandardisdifferentfromoneintheabove-mentionedINMARSATdocument,referenceshallbemadetothemostrecentIMOandITUapplicabledocumentstoresolvethedifficulty.
